Who Qualifies for the Fuel Subsidy?

The scheme targets smaller, lower-income transport users rather than all vehicle owners.

Motorcycles, rickshaws, and Qingqi rickshaws qualify for Rs 100 off per litre, on up to 20 litres per month. Cars with engines up to 800cc qualify for the same Rs 100 discount, on up to 30 litres per month. Larger cars and vehicles above 800cc are not covered under this scheme.

How Much Can You Actually Save?

At the current petrol price of Rs 375.82, eligible users pay Rs 275.82 per litre on fuel covered by their monthly quota. Motorcycle and rickshaw owners, that works out to a maximum saving of Rs 2,000 per month, based on the full 20-litre quota. For eligible small car owners, the maximum saving reaches Rs 3,000 per month, based on the full 30-litre quota. Fuel used beyond these monthly limits is charged at the regular, non-subsidized price.

How to Register for Fuel Subsidy?

To register, send TOK to 9771 from your registered mobile number. Once registered, users receive a fuel token used at participating stations to apply the discount automatically. Registrations are opened the same day as the announcement 13th September 2026. The system runs through a digital platform built jointly by NADRA, the provinces, and telecom operators.

How to apply for a fuel subsidy?

  2. Type REG then your CNIC number, vehicle number, first letter of your Province, and vehicle registration date.
  3. Send message to 9771.
  4. Wait for a confirmation message. 

When Does It Start in Your City?

The rollout happens in two phases.

Islamabad goes live first, starting the night between Monday and Tuesday 14 and 15 september 2026.

The rest of Pakistan, including Lahore, Azad Jammu and Kashmir and Gilgit-Baltistan, follows starting the night between Wednesday and Thursday 16 or 17 september 2026.

Why Did the Government Introduce This Now?

Petrol prices have surged repeatedly since global oil markets reacted to escalating tensions in the Middle East, including the ongoing conflict involving Iran. Pakistan shifted to a daily fuel pricing mechanism in July, replacing the previous weekly system, to track international crude price movements more closely. That shift has meant faster, more frequent price increases at the pump.

The Prime Minister’s Office said the government was aware of the burden this places on the public and framed the subsidy as immediate relief for working-class transport users hit hardest by the increases. The timing also lines up with two other developments. The announcement came just before the government resumed talks with Jamaat-e-Islami over the petroleum levy, and roughly a week ahead of the party’s planned long march on Islamabad over fuel prices.
